The Convention on the Control and Marking of Articles of Precious Metals is an international treaty between 22 States on the international trade of jewellery and watches made of platinum, gold, palladium and silver. It is based in Geneva (Switzerland) and known as the ‘Hallmarking Convention’ or the ‘Precious Metals Convention’.

Senior Programme Manager

Main responsibilities

The Senior Programme Manager has the statutory position of ‘PMC Secretary’ and is responsible for the overall supervision and direction of the secretariat services provided to PMC. He/she reports directly to the PMC Chairperson, whom he/she is assisting in his/her mandate. The full job description is available at the following link:  

The PMC Secretary is responsible for the overall delivery of secretariat services to the PMC Standing Committee (SC) and other PMC bodies. He/she contributes to (i) the elaboration of SC’s overall strategies and policies and (ii) the general co-ordination, planning and supervision of PMC activities. Together with his/her Deputy, the PMC Secretary organises meetings, prepares the Agenda, drafts the Summary Record, and issues policy papers and background documents. He/she is responsible for the organisation’s documentation, the assessment of Applicant States, the external communication and – upon delegation – of the PMC Secretariat’s human and financial resources.

Profile

  • A university degree is required. Additional diploma are a plus.
  • Prior professional experience in working e.g. for a national or international organisation is required. 7 years of experience is desirable.
  • Fluency in written and spoken English with good communication skills is required. Experience with drafting documents, e.g. agendas and summary records, as well as knowledge of other languages, in particular French, are further assets.
  • Experience with policy negotiations, international agreements as well as human and financial resource management is a plus.
  • Swiss, EU/EEA or UK citizenship is required.
